Since colonization of most developed countries head of state has been someone who took initiative and had vision for the nation's future and capacity. Now we live in a highly developed world the challenge is to govern properly and individually as we see fit for the betterment of state and country. States were and in fact are now well established divisions and sections of the country. These government departments and individual separated states combine to form a country as a nation with a presiding leader of the country overseeing and governing over the country and the other leaders of the states.

The state was the first independent body to administer power and as nations were formed countries grasped the right of rule for separated and unified continents made of up these countries and states. The state of the nation is a combination of the country's ability to administer power through the states. That the governing body is fit and able to control diplomatic procedure through logical and well states arguments that in fact give their own leadership to the rules and regulations of the country which are administered through the states opposed to international disputes state and head of country must comply and liaise with other nations giving independent communication for establishment of the relationship for each countries disposition and stance on foreign policy.

Once a world geographic network is established, peaceful understandings through the communication of expressed pinions can be stated and world news takes place. It is important to remember that self importance of each country and each side of looking at each state.
