The most important thing on earth is to save life. There are a number of ways and means to do this and usually prevention is better than cure. That is why precautionary measures are taken to introduce and enable safety requirements. Once safety requirements are in place and a lot of already are for a lot of our already established practices, we can proceed more carefully and reliably with ongoing moving forward and changing processes of things.

This is extremely important with the amount of things to be managed and the type of things that need special individual identification and classification for safety requirements and security or people and peoples beliefs in a possibly fallible or impossibly infallible system. The reason perfection is never totally permanent is because of human error. If everything went according to plan all the time there would be no need to safety regulations, but because things don't always go to plan, meaning things break down, wear out and deteriorate, regular checks are done and this is why safety regulations are put in place.

We know there is no room for error a lot of the time but when people are fallible and natural events and disasters take place or people break rules for no reason except to have fun and a good time, which can put other people at risk of injury. So the whole idea of safety regulations is not to put people's lives at risk not to be a party pooper but to let people enjoy themselves within the guidelines and rules and regulations provided by statutory declarations of passed legislation bills that are designed for this very reason to reduce risk of loss of life.
